Privacy notice
This notice tells you how Frizzcut Toy Poodles collects and uses personal information when you visit this website or send a puppy enquiry. It is written for families in South Africa. It is a statutory collection notice, not legal advice.

Who we are
The responsible party under the Protection of Personal Information Act 4 of 2013 (POPIA) is Lisle Matthews trading as Frizzcut Toy Poodles, a small kennel based in Gqeberha (Port Elizabeth), Eastern Cape, South Africa. We are not a registered company and we do not publish a company registration number.
Lisle Matthews is the Information Officer for this kennel. She has not yet completed Information Officer registration with the Information Regulator. That is a separate legal step from publishing this notice.

What we collect
We collect personal information directly from you. We do not buy mailing lists. Categories we process:
- Identity and contact details you type into the enquiry form: full name, a phone number or email address, preferred puppy gender, and how you found us.
- The same kinds of details if you telephone, email, or WhatsApp us, plus whatever you choose to tell us so we can discuss a placement.
- Technical data our host needs to run the site and stop spam: IP address, approximate country, browser type, and a Cloudflare Turnstile token.
- De-identified website usage metrics collected via Google Analytics 4 (such as page views, scroll depth, session duration, device category, and referral source) to understand how visitors find and use the kennel website.
- If a placement later goes ahead, records needed to hand over a puppy (for example KUSA papers, microchip details, and veterinary cards). Those records are not created by the website form.
We do not ask the website form for identity numbers, payment card details, or special personal information (health, religion, biometric data, or information about children). Please do not send those in an enquiry.
Why we use it, and on what basis
We use enquiry details to reply to you, to discuss timing and available litters, and to arrange a puppy placement. We do not use enquiry details for advertising.
Lawful bases under POPIA section 11:
- Consent, for the website form. The checkbox is unticked until you choose it. You may withdraw consent by asking us to delete the enquiry, unless we still need the record for a placement that is already underway.
- Legitimate interest, when you contact us by phone, email, or WhatsApp without using the form: we need those details to answer you.
- Contract, if we later agree a placement with you, so we can perform that arrangement.
No other law requires you to fill in this website form. Supply of the information is voluntary.
Voluntary supply and what happens if you do not provide it
You can browse this website without giving us your name. If you want a reply to a puppy enquiry, we need a name and either a phone number or an email address. Without that, we cannot contact you. Gender preference and referral source help us answer; they are still optional in practice if you telephone us instead.
Who receives it
Recipients are the breeder (Lisle Matthews) and the operators we use to host the site and deliver mail. We do not sell personal information.
- Cloudflare, Inc. hosts this website, handles email routing and dispatch, verifies Turnstile, and stores short-lived rate-limit records. Form submissions are delivered to the website operator, Tristan Visser, in South Africa, solely so the enquiry can be passed to Lisle Matthews. That is a temporary arrangement, not a change of responsible party.
- Google LLC (and its affiliates) provides Google Analytics 4 to measure aggregate traffic and visitor interaction with the website. Google processes metrics such as browser type, general geographic area (country/city level without storing raw visitor IP addresses in reports), and pages visited.
- If you message us on WhatsApp, Meta Platforms Ireland Limited and related WhatsApp entities process that conversation under WhatsApp’s own terms. We use the thread only to reply to you.
Transfers outside South Africa
POPIA section 18 requires us to tell you when we intend to transfer personal information to another country. Cloudflare and Google LLC process data on global networks and infrastructure outside the Republic (including the United States and the European Union). South Africa has not issued an adequacy decision covering those operators.
We use Cloudflare and Google Analytics because the website, security protections, email delivery, and visitor insights cannot function effectively without them. Safeguards include operator terms, HTTPS encryption in transit, strict edge security headers, and Google Analytics IP anonymisation. A copy of the operator terms we rely on is available on request to the Information Officers.
How long we keep it
We keep an unanswered or unsuccessful enquiry for up to 24 months after the last contact, then delete or irreversibly anonymise it. If a placement proceeds, we keep the records needed for that relationship and for KUSA, veterinary, and tax duties for as long as those duties last, then delete them. Cloudflare rate-limit keys expire in minutes, not months. Google Analytics data retention is set to the standard duration for user-level metrics.
Security
We take reasonable technical and organisational measures as required by POPIA section 19: HTTPS, a fail-closed bot check on the form, a hidden honeypot field, IP-and-contact rate limiting, and HTML escaping in the enquiry email. No website is perfectly secure. If we become aware of a security compromise that affects your personal information, we will notify you and the Information Regulator as POPIA requires.
Direct marketing
We do not send promotional emails, SMS, or WhatsApp broadcasts from website enquiry data. POPIA section 69 requires opt-in consent for electronic direct marketing. If that ever changes, we will ask separately. You can complain about unsolicited marketing to the Information Regulator.
Children
The enquiry form is for adults who want to discuss a puppy placement. We do not knowingly collect personal information from children under 18 through this website. If you believe a child has submitted an enquiry, contact the Information Officers and we will delete it.
Your rights
Subject to the limits in POPIA, you may:
- Ask whether we hold personal information about you, and request a copy.
- Ask us to correct or delete information that is inaccurate, excessive, or no longer needed.
- Object to processing, including withdrawing form consent.
- Lodge a complaint with the Information Regulator.
To exercise those rights, email or telephone the Information Officers using the details above. Say that you are making a POPIA request and identify yourself so we do not disclose someone else’s information. We will respond within a reasonable time.
Information Regulator
You may complain to the Information Regulator (South Africa) if you believe we have not handled your personal information lawfully. As of 9 October 2026, the Regulator asks that POPIA complaints be lodged through its eServices portal. Email and postal details below are published by the Regulator for enquiries and complaints.

Website identity (Electronic Communications and Transactions Act)
This website is an enquiry site, not an online shop. You cannot pay for a puppy here. For section 43 of the Electronic Communications and Transactions Act 25 of 2002, where it applies to electronic transactions:
- Full name and legal status: Lisle Matthews trading as Frizzcut Toy Poodles, unincorporated.
- Physical address: a kennel in the Gqeberha (Port Elizabeth), Eastern Cape. We do not publish a street address on this website. The address for service of legal documents is available on written request to the Information Officers.

- Website: https://frizzcutpoodles.co.za. The live host may currently be a Cloudflare Workers URL until that domain is pointed at this site.
- Self-regulatory body: we breed as a KUSA-registered kennel. KUSA rules are published by the Kennel Union of Southern Africa.
- Main service: Toy Poodle puppy placement after a conversation. Prices are quoted after that conversation, not on this website. There is no online checkout, so there is no section 43(2) “review your order” step.
- Payment, delivery, returns, and any cooling-off rights under ECTA or the Consumer Protection Act 68 of 2008 will be explained if we agree a placement. They are not completed through this form.
Access to records (PAIA)
Every private body must have a Promotion of Access to Information Act 2 of 2000 section 51 manual. The former small-business exemption ended on 1 January 2022. Our current manual is published at /paia. It describes the records we hold and how to request them on the Information Regulator’s Form 2. We will replace it with a fuller manual if the Regulator or a requester needs more detail.
Changes to this notice
We will change this notice when our processing changes. The date at the top is the latest version. Continued use of the website after an update means the new notice applies to later visits. It does not change consent you already gave unless we ask again.
